Chemnitz model: City council launches plans for 4th stage

The city council today launched the planning for the 4th stage of the Chemnitz model. The future rail link to Limbach-Oberfrohna is to be built in four sections. To this end, the Central Saxony Transport Association has set up a working group with representatives from the cities of Chemnitz, Limbach-Oberfrohna and the VMS.

For the sections within the city of Chemnitz, a project team consisting of VMS, the city of Chemnitz, CVAG and the waste disposal company of the city of Chemnitz will be responsible for bundling the measures and jointly planning and implementing them.

With an investment sum of over 100 million euros, the overall construction project cannot be realised as a complete measure in terms of planning, planning law or construction. Taking planning law and economic concerns into account, the following planning approval sections (PFA) are proposed for further preparation:

  • PFA1: Brückenstraße, Theaterstraße, Hartmann to Leipziger Straße
  • PFA2: Leipziger Straße from Hartmannstraße to Wittgensdorfer Straße (near the ice rink complex)
  • PFA3: Leipziger Straße (Bornaer Straße junction) from Wittgensdorfer Straße to Chemnitz Centre (turning facility)
  • PFA4: Chemnitz Centre to railway line tie-in point
  • PFA5: Railway line from the tie-in point to Hainstraße in Limbach-Oberfrohna (in coordination between the ZVMS and the city of Limbach-Oberfrohna)

An adapted public transport concept is being developed and prepared for (temporary) implementation for the separate commissioning of the individual sections.
The city council and the public are to be regularly informed and involved throughout the planning process: The planning status will be presented to the planning, construction and environment committee four times a year, and the VMS will offer various public participation formats and provide regular information.

The VMS is aiming to award the planning services by the end of 2018 so that the necessary variant analyses, expert opinions and preliminary planning can be commissioned from 2019. This could be followed by the design and approval planning from 2020, so that the planning approval documents could be submitted at the end of 2020. The above timeline refers to the first planning approval stage. At the same time, the line determination procedure for the 4th planning approval section in the Röhrsdorf and Kändler districts will take place. The planning approval sections 2-5 will be planned subsequently to the 1st section and will each be subject to separate planning approval procedures.
