Cancellation of a measure from the 2015 development and consolidation concept
At its meeting today, the City Council cancelled the partial cancellation of the 2015 Development and Consolidation Concept (EKKO) of the City of Chemnitz due to inefficiency. Specifically, this relates to measure 17/01 "Awarding of outdoor area and sports field maintenance and neighbourhood duties at schools".
The EKKO measure 17/01, which involves the complete outsourcing of all green maintenance work including neighbourhood duties (e.g. winter services) at municipal schools to third parties, will no longer be continued due to inefficiency. With this decision, the city council responded to the current budget situation in 2015 and wanted to save around 36 caretaker positions and costs totalling around 457,600 euros per year with the help of this measure.
Contracting out maintenance services to third parties is not economically viable, as there are general price increases on the market due to the good economic situation, the use of specialised machinery is inefficient if the area under management is too small and the administrative work involved in preparing and implementing the awarding of services is increasing. As a result, the average price of EUR 5,500/school property and year, which was calculated when the EKKo measure was designed, could not be maintained and is currently an average of EUR 14,060 per school property per year.
The green maintenance services previously contracted out to third parties at 59 school properties will be continued under the existing contracts and beyond if no higher costs are incurred than through in-house management. The EKKo measure will not be extended to the 35 school properties that are still open. The associated KW notes will be cancelled.
