Brühl urban planning study to be updated
At its meeting yesterday, the city council decided to update the urban development planning study for the Brühl.
The background to this is the requirements, interests and needs arising from specific consultations with neighbouring residents, owners and potential investors, which require an update and specification of the existing urban development planning study by Speer und Partner for selected aspects. For example, the existing private owners and GGG currently have concrete plans to invest in their building stock for individual squares of the Brühl or corresponding measures are already being implemented. In particular, individual aspects have emerged from the joint work of the Brühl management team, the Brühl office and the KiQ - Cooperation in the Neighbourhood project in round table discussions, workshops, the Brühl committee and citizens' platforms.
This will create the necessary investment security for the owners on Brühl and for new investors as well as for the expansion of the infrastructure. The original urban planning study by Albert Speer und Partner, which was approved by the city council in April 2012, continues to provide the basic development direction for the area in its complex statement in the sense of a masterplan.
In addition to urban planning adjustments, such as the abandonment of public thoroughfares in blocks 5 and 6, the option of a neighbourhood car park and individual specifications for the existing buildings, new buildings and inner courtyard designs, the relevant aspects of the update include the entrance situation and layout of the boulevard as well as the parking and traffic management concept.
The urban development situation at the Brühle entrance on Georgstrasse is to be upgraded and reorganised. The aim here is to redesign the existing square into a market square or neighbourhood square as a destination and linking point for pedestrian connections between the Brühl and the Schillerplatz/Karl-Liebknecht-Straße area, thereby supporting the improved connection of the Brühl area to the city centre.
The so-called "Kiezboulevard" will be extended as far as Elisenstraße, as there is an opportunity to revitalise the ground floor zone with shops and restaurants as part of the building renovation in Karree 5. The neighbourhood centre benefits significantly from the adjacent cultural and educational facilities. Both the Musikkombinat in the former Karl Liebknecht School and the Rosa Luxemburg School, together with possible commercial uses in Karree 5, offer the potential for revitalising the public space with a particular focus on the area in front of the school. The residential boulevard is limited to the section north of Elisenstraße.
A more precise traffic concept was also agreed. Among other things, residents' parking zones are to be gradually designated in the area around the Brühl in order to ensure that residents have sufficient parking options for the ongoing development of the area. The form of future accessibility of the Brühl, which is necessary for the development of the residential buildings with shops, will be further specified. The section between Georgstraße and Unterer Aktienstraße will remain a pedestrian zone. This section is a prelude to the Brühl Boulevard, which is to be retained in its distinctive form. The adjoining Brühl Boulevard between Unterer Aktienstraße and Zöllnerstraße will be designated as a "traffic-calmed area". The basic design and character of the pedestrianised boulevard will thus be retained, and the predominant recreational and access function of the Brühl Boulevard will be taken into account. In this so-called "shared space area", vehicle traffic, for which walking speed applies, is of secondary importance.
