Appointment of a new anti-corruption ombudsperson from autumn 2023

The City of Chemnitz is inviting tenders for a new anti-corruption ombudsperson to be appointed from the fourth quarter of 2023.
Reason for and aim of the appointment
The first independent, external ombudsman (anti-corruption) was appointed by Chemnitz City Council in 2007 (B-120/2007). The agreement between the City of Chemnitz and the current ombudsman ends on 30 June 2023.
In the next electoral term, the ombudsperson will continue to act as a point of contact for citizens, city council members, companies, other municipalities and, if the city's anti-corruption coordinator is biased, also for city employees and staff:The City Anti-Corruption Coordinator is available for all questions relating to combating corruption and in the event of suspected corruption in an organisational unit of the City of Chemnitz.
Their tasks include
- Receiving and investigating reports of suspected corruption
- Documenting all incidents, reporting to the Lord Mayor every two years
- Issuing recommendations for further action with regard to criminal prosecution and assessment of possible consequences under labour law
- Contact person for the municipal anti-corruption coordinator
Period of appointment
The appointment of a new ombudsperson is planned for the fourth quarter of 2023 and is to be valid until the end of the term of the next City Council.
Requirements for applicants
The applicant should be a lawyer in Chemnitz or a retired judge.
To confirm suitability, evidence should be submitted and information provided on experience in the fight against corruption, in particular for public clients, including references and contact persons.
The work will be invoiced on the basis of an hourly fee of 125 euros plus statutory VAT. This fee covers all expenses.
Procedure of the application process
Applications must be submitted with the requested information by 30 June 2023 to the City of Chemnitz, Department 3, for the attention of Mayor Knut Kunze, Düsseldorfer Platz 1, 09111 Chemnitz.
If necessary, interviews will be held with the applicants after the applications have been analysed. These will form the basis of the selection decision and will be published.
