A hygiene concept is necessary when reopening

Health authority informs

As of today, far-reaching relaxations of the Corona Protection Ordinance of 12 May 2020 apply in Saxony. The prerequisite for all open areas is a conclusive hygiene concept.
Please note that the following areas must submit a hygiene concept to the public health department

  • Theatres, music theatres, cinemas, concert halls, concert venues, opera houses,
  • open-air swimming pools,
  • leisure and amusement parks.

All other businesses, facilities and offers that also have to draw up a concept in accordance with the Saxon Corona Protection Ordinance are exempt from the obligation to obtain authorisation from the health authority and may commence business operations provided they have drawn up a hygiene concept. This must be submitted for inspections, but not submitted to and approved by the health authority before opening.

Specifications for hygiene protection concepts


The hygiene concept makes statements on the following areas in particular:

  • The minimum distance of 1.5 metres is maintained between people in every direction. If necessary, the minimum distance is increased.
  • Wearing a face covering is recommended and should be taken into account where possible.
  • Streams of visitors are channelled in such a way as to prevent gatherings of people or people falling below the minimum distance. One-way systems can be used for this purpose, for example.
  • Exclusion of persons suspected of being ill
  • Measures for contact tracing
  • Measures to protect vulnerable groups


The hygiene concept takes into account

  • the occupational health and safety standards of the Federal Ministry of Labour and Social Affairs (available at: www.bmas.de/sars-cov-2-arbeitsschutzstandard.pdf)
  • the requirements of the respective employers' liability insurance association or the Unfallkasse Sachsen.
  • any recommendations of the supervisory authorities.
  • the recommendations of the Robert Koch Institute on infection protection (available at: www.rki.de/Neuartiges_Coronavirus)
  • the protective regulations in accordance with the general decree on the ordering of hygiene requirements of the Saxon State Ministry for Social Affairs and Social Cohesion (available at: www.coronavirus.sachsen.de/amtliche-bekanntmachungen). If the general ruling does not stipulate any specific requirements for the sector in question, requirements from related sectors are adopted.
  • the requirements for sufficient ventilation of the premises (depending on the number of people per room) - see also: Technical rules for workplaces (ASR A3.6)
