Coronavirus in Chemnitz: This applies from 8 November

It is mandatory to wear a face mask outdoors if the minimum distance of 1.5 metres cannot be maintained, as well as in all indoor areas

The obligation to wear a medical face mask exists

• in closed rooms of facilities, businesses, shops, offers and authorities, provided that these are publicly accessible traffic areas
• for school transport
• for services close to the body
• for craftsmen and service providers in and in front of the client's premises, provided that other people are present there
• for employees of outpatient care services and specialised outpatient palliative care within the framework of occupational health and safety regulations,
• for employees within the framework of occupational health and safety regulations and for visitors to facilities in accordance with Section 36 (1) No. 2 of the Infection Protection Act.
  

The obligation to wear an FFP2 mask or equivalent applies

• for the transport of persons in local or long-distance public transport, including the transport of persons by motor vehicle, including taxis, for a fee or for business purposes and transport between the place of residence or the place of residence and facilities for people with disabilities.The insurance covers the transport of people with disabilities, people in need of care and patients for their treatment, for passengers and for control and service personnel both during transport and during their stay in a facility belonging to the respective transport,
• for employees of outpatient care services or palliative care when providing care and treatment
• for employees of facilities for the care and accommodation of the elderly, disabled or people in need of care or comparable facilities
• for visitors to the above-mentioned facilities if the minimum distance is not observed

Tourist accommodation is permitted.

Proof of vaccination, recovery or testing (3G rule) must be presented on arrival and contact details recorded (except for camping and caravanning sites and holiday flats).

Except when the overload level is in force, facilities in Saxony can decide for themselves whether to apply the 2G model, regardless of the incidence.

The 2G option model does not apply during the pre-warning stage for

• access to indoor catering,
• participation in indoor events and celebrations,
• access to indoor cultural and leisure facilities,
• access to indoor discos, clubs and bars,
• major events

can be used.

When applying the 2G option rule, there is no obligation to wear a face mask and to comply with the social distancing requirement, nor is there any restriction on the utilisation of the maximum capacity. The prerequisite for this is that only persons with proof of vaccination or recovery are present at the business, event or offer.

Unvaccinated persons who have not yet reached the age of 16 or for whom the STIKO has not submitted a vaccination recommendation for medical reasons may also participate. However, both require a negative test for admission and, if necessary, a medical certificate.

Pupils over the age of 16 who are subject to compulsory testing in accordance with the Corona Ordinance for Schools and Daycare Centres do not have the opportunity to obtain proof of vaccination or recovery status for participation in events with the 2G option model.

Admission control is mandatory.

Unvaccinated employees of the facilities need a test and are required to wear a face mask for the entire duration of the event.

2G can be applied for:

• indoor sports,
• access to indoor swimming pools and saunas of all kinds,
• access to indoor amusement arcades, casinos and betting shops,
• participation in tourist rail and bus journeys, including occasional and scheduled services,
• access to indoor art, music and dance schools.

For access to

• courses and examinations for integration courses,
• universities,
• the Berufsakademie Sachsen,
• training, further education and adult education centres and similar institutions,
• adult education centres

the operators and organisers are free to apply the 2-G rule within the scope of their existing domiciliary rights.

However, this is not associated with any relaxation (no obligation to wear a face mask, no compliance with the distancing requirement, no restrictions on capacity utilisation).

2G does not apply to:

• Offers that are necessary for the care of homeless people,
• catering services for long-distance bus drivers and long-distance drivers who transport goods by road for professional reasons and can prove this with an employer's certificate,
• non-public staff restaurants, canteens and cafeterias,
• Delivery offers and collection of take-away food and drinks,
• exercise in the context of official sports, sports science degree programmes, in-depth sports training, swimming courses and for competitive athletes in the national and state squads, licensed professional athletes and professional sportsmen and women,
• gyms and other sports facilities and equipment for medically necessary treatments and school use for school sports,
• swimming pools and saunas of all kinds for rehabilitation and medical purposes, work-related practical training and examinations, school use for school swimming, the training and further training of teachers to prove their fitness for rescue and the practice of sport in accordance with number 4.
  

Registration for the 2G option model is now possible at the e-mail address 2g-anmeldung(at)stadt-chemnitz.de. Please enter the name and address of the facility and the responsible contact person on site, the date and period of the offer, maximum visitor capacity and the respective control measures as well as the contact details.

• Regular operations take place in daycare centres.
• Persons accompanying children to and from daycare centres and schools (including buildings) may enter the premises without proof of a negative test.
• Testing is mandatory for educational staff and, in the case of longer stays in the facilities, for other employees and parents twice a week at intervals of 3 to 4 days (three times a week until 14 November 2021).
  
  Except for persons:
  • up to the age of 6 or who have not yet started school,

or who can prove

• that they are fully vaccinated against SARS-CoV-2 or
• that they have recovered from a SARS-CoV-2 infection.
  
• Medical face masks must be worn at the entrance to all facilities by all persons except children under the age of 6. In the buildings and on the grounds of schools and day-care centres/after-school care centres, the obligation does not apply to the children cared for in the respective facility, the educational staff and other employees.

• All schools are in regular operation.
• Compulsory school attendance applies to all.
• Testing is compulsory twice a week (three times a week until 14 November 2021), unless the 7-day incidence is below 10, in which case one test per week is sufficient. The regulations apply throughout to persons who are not pupils, school staff or after-school care staff. Vaccinated and recovered persons do not have to be tested, but can do so voluntarily.
• Children who attend the after-school care centre are tested at the centre. The tests are provided by the school.
• The obligation to wear a medical face mask (surgical mask) or an FFP2 mask or comparable respiratory protection mask, in each case without an exhalation valve, applies to everyone in front of the school entrance area, in school buildings, on other school premises and at school events.
  
  It does not apply to pupils, school staff and after-school care staff,
  • on the outside grounds of schools if a minimum distance of 1.5 metres is maintained,
  • in primary schools within the classrooms,
  • in after-school care centres within the group rooms,
  • on the outside grounds of primary and special schools and after-school care centres,
  • in lessons at special schools at secondary level I,
  • in lessons at the work stage of special schools specialising in mental development,
  • in inclusive lessons for the special needs areas of hearing and speech,
  • in sports lessons, if a minimum distance of 1.5 metres is maintained,
  • for the consumption of food and drinks in the school building,
  • when taking SARS-CoV-2 tests and
  • for pupils during an examination, if a minimum distance of 1.5 metres is maintained.

• when practising sport, the regulations on contact restrictions apply:
  • maximum 10 people, children under 16 years of age and fully vaccinated or recovered persons are not taken into account
    
• for indoor sports, presentation of proof of vaccination, recovery or testing (3G rule) and contact tracing
  
• Sports events with an audience (under 1000 visitors) are permitted with a hygiene concept, indoors with presentation of proof of vaccination or recovery (2G rule).

All shops and markets are allowed to open, there is an obligation to wear a medical face mask in closed rooms and if the minimum distance of 1.5 metres is not maintained.

• The exercise and utilisation of services close to the body is permitted; there is an obligation to wear a medical face mask.
  
• Presentation of proof of vaccination, recovery or testing (3G rule) and contact tracing (except for medical, therapeutic, nursing or pastoral purposes)

• The opening of outdoor and indoor catering establishments is permitted.
  
• Presentation of proof of vaccination or recovery (2G rule) and contact tracing for indoor catering (except for catering for overnight guests in accommodation establishments, if spatial separation is guaranteed).
  
  The proof of vaccination or recovery can be replaced by a current test certificate if
  1. the obligated person has not yet reached the age of 16, or
  2. no vaccination recommendation has been issued by the Standing Committee on Vaccination (STIKO) for the obligated person for health reasons (medical certificate).

Culture, sports and leisure facilities may open.

Presentation of proof of vaccination or recovery (2G rule) and contact tracing for:

• Access to indoor cultural and leisure facilities
• Participation in indoor events and festivals
• Access to indoor discos, clubs and bars
  

Proof of vaccination or recovery can be replaced by a current test certificate if
1. the obligated person has not yet reached the age of 16, or
2. no vaccination recommendation has been issued by the Standing Committee on Vaccination (STIKO) for the obligated person for health reasons (medical certificate).

• Large events (over 1000 visitors) may take place under certain conditions:
  • Contact registration necessary (e.g. via personalised ticket allocation)
  • Presentation of a valid proof of vaccination or recovery (2G rule)
    The proof of vaccination or recovery can be replaced by a current test certificate if
    1. the obligated person has not yet reached the age of 16, or
    2. no vaccination recommendation has been issued by the Standing Committee on Vaccination (STIKO) for the obligated person for health reasons (medical certificate).
  • In the case of trade fairs, proof of vaccination or recovery can be replaced by a current test certificate.
  • maximum capacity utilisation 50 percent of the respective maximum capacity, but no more than 25,000 visitors
  • a hygiene concept approved by the authorities must be available
  • visitors must wear a medical face mask away from their own seat
    
• Cultural events may take place.
  For indoor events, presentation of proof of vaccination or recovery (2G rule) - exceptions see major events - and contact tracing required
• Public parties and celebrations in public places and facilities are permitted with a hygiene concept.
