Complex assistance pilot project
An overview of the support provided by the specialists
General social services (ASD):- Involvement in collegial case counselling when it is difficult to find a solution for tailored help in complex cases.
- Organisation and moderation of (interdisciplinary) case consultations as required in order to find or create alternative approaches and tailored youth welfare services from a multi-professional perspective.
- Counselling can be provided on alternative forms of schooling in complex problem situations.
- Support is provided with regard to cooperation with the State Office for Schools and Education, child and adolescent psychiatry, the social paediatric centre, independent providers or the police and the municipal police service.
Youth welfare planning and specialist counselling:
Support with the
- networking with regard to the cooperative collaboration of all network partners and
- Coordination of the needs situation in Chemnitz with regard to innovative services based on best practice approaches and the objectives of the current youth welfare plan.
Independent organisations:
- Advice is provided on the topic of children and young people with complex support needs and related youth welfare services,
- arranging contacts and
- Support in clarifying perspectives or de-escalation at the next possible interdisciplinary case consultation.
Child and adolescent psychiatry, Celenusklinikum Carolabad and social paediatric centre:
- Networking and mediation with regard to current concerns, structural change requirements and cooperation between the youth welfare, psychiatric and school instances.
Other specialists from the areas of work
- Support, counselling and mediation services for the police, school, social welfare office, education authority, office for health and prevention and the state office for schools and education in their work in relation to complex assistance.

- Organisation and moderation of interdisciplinary case consultations and case consultations in proceedings for complex cases
- Transition organisation according to § 26 Para. 3 SächsSchulG to alternative schooling
- Counselling for professionals on complex assistance issues

The state model project is scientifically supported by the Chair of General and Biopsychology at Chemnitz University of Technology. Chemnitz University of Technology is working on the following focal points:
- Optimising joint action and cooperation in order to guarantee an individual form of support for each child
- Determining the effects of successful cooperation on the psychosocial development of children and young people and identifying potential inhibiting factors
- Development of options for change to prevent re-hospitalisation or recurring crises
- Analysing the 21 most cost-intensive case histories
- Development of a social report grid and monitoring of testing
- Monitoring of an intensive educational inpatient programme
- Conducting surveys of network partners, specialists from the municipal and independent youth welfare organisations
- Accompanying the realisation of expert workshops
- Advice on new services for a resource- and skills-orientated approach
- Recommendations for the implementation of alternative forms of schooling for young people with complex support needs
- Accompanying research and quality assurance
- Monitoring and evaluation of the Complex Cases procedure
- Compilation of an overview of alternative forms of schooling in Germany
- Systematic overview of opportunities and risks in the transition between different support settings
- Investigation into the current handling of repatriations
- Evaluation of the project's specialist days
As part of the Complex Assistance pilot project, a regular interdisciplinary case consultation was launched in cooperation with the child and adolescent psychiatry department at Chemnitz Hospital in 2018. The aim is to bring together different professions and to jointly develop customised solutions for complex case constellations by changing perspectives.
The case counselling is moderated by the Komplexe Hilfen model project according to a fixed schedule.
The case group is made up of experts from the following professions:

- Medicine (psychiatry)

The Saxon State Ministry for Social Affairs and Social 
Cohesion is funding the Complex Assistance pilot project.
The organisation is based on the guideline for the
the further development of child and youth welfare in the Free State of Saxony
and refers to the recommendations on the agreement
binding cooperation in the provision of help and support for children and young people with complex support needs from 1 November 2016.
Project duration:
1st funding period: September 2017 to December 2020
2nd funding period: until December 2022
The results will be made available to the state of Saxony.
