Urban life on the Brühl

Night-time rest postponed by one hour from 1 August

From 1 August 2020, the night time in the Brühl quarter will be 11 pm. It will therefore be postponed by one hour and will apply until 7 a.m.

In a recent survey conducted by the building department among residents on the future of Brühl, around two thirds of participants were in favour of postponing the start of the night-time period by one hour. This regulation has already proven its worth in Chemnitz city centre for around 15 years.

One of the focal points of urban development planning (in addition to the successful further development of Chemnitz city centre) is to upgrade the Brühl into a lively district close to the city centre with a university quarter around the Alte Aktienspinnerei as the central library of Chemnitz University of Technology. The basis for this is the urban development concept developed by the planning office Albert Speer & Partner on behalf of the City of Chemnitz.

However, the desired diversity of uses, which is already visible in many places, naturally brings with it conflicts of interest, especially with regard to noise. Catering in particular is associated with increased noise levels. Although the time restrictions that apply to night-time quiet hours allow residential and catering uses to coexist, they also lead to restrictions for restaurant operators and thus to a loss of attractiveness for visitors. However, opening hours longer than 10 p.m. are often desirable, especially when operating outdoor seating areas that invite people to linger on warm summer evenings.

In order to fulfil the main objective of revitalising the Brühl, but also to take into account the protection needs of local residents, the night time can be extended by up to one hour. This is permitted by the Technical Instructions on Noise Protection (administrative regulation to the Federal Immission Control Act), insofar as this is necessary due to the special local conditions. Protection against harmful environmental effects must be taken into account.

However, an eight-hour night's rest for the neighbourhood must be ensured.
