Participation plan of the city of Chemnitz

On Thursday, 20 June at 5 pm, interested parties are invited to the public participation workshop for the creation of the local participation plan "Chemnitz-Inclusive 2030" in the auditorium of the Handwerkerschule, Schloßstraße 3. After a welcoming address by Social Mayor Ralph Burghart, VdK regional association chairman Horst Wehner will outline his vision for an inclusive Chemnitz. For example, a lack of accessibility in buildings is often an obstacle to promoting employment for people with disabilities. However, barriers in people's minds also need to be broken down further, as all too often a deficit-based view of people with disabilities dominates instead of talking about their potential. A tour of the "market of topics" will introduce the workshop participants to the current status of the City of Chemnitz's participation plan. This will be followed by a discussion on inclusion in employment, education, health and care as well as in the areas of culture, sport and leisure. The discussion at the tables will also focus on inclusion in connection with mobility and housing. At the end of the event, there will be an outlook on the city's next steps in terms of inclusion.

Local participation plans are an expression of municipal ownership and have an impact not only on people with disabilities, but on all citizens.
In 2017, the city council launched the participation plan to implement the UN Convention on the Rights of Persons with Disabilities. It describes how the participation of people with disabilities in life in Chemnitz is to be improved by 2030 and how the city is to be gradually made more inclusive. The participation plan is integrated into the objectives of urban development and takes into account various specialist plans of the municipality, such as school development, transport and public spaces.
Background: Various working groups - consisting of representatives from the city administration, citizens and stakeholders - met at the beginning of 2019 to kick off the participation plan and have since developed a vision, goals and measures in six working groups. Accessibility is essential for ten per cent of the population, necessary for 40 per cent and convenient for 100 per cent. It is therefore important to gradually implement the UN Convention on the Rights of Persons with Disabilities at a local level The fields of action that are particularly important for Chemnitz are work, education, health, culture/sport & leisure, mobility and housing The aim of the participation plan is to develop measures that are to be implemented by 2030. In addition to an inventory, the plan will then serve as a guideline for action.
An analysis on the topic of inclusion was started back in 2014. For example, many bus stops in Chemnitz are already barrier-free. Citizens, organisations from science, culture, sport and business as well as the city of Chemnitz are to be involved in the participation plan. And inclusion is becoming even more of a focus for authorities and the public so that barriers for people with and without disabilities are gradually reduced. The final version of the participation plan should be available by the end of this year and submitted to the city council for approval in early 2020.
