Determinations of the City of Chemnitz on restricted regular operation in daycare centres and after-school care centres from 18 May 2020
From 18 May 2020, there will once again be a legal entitlement to daycare and after-school care. Compulsory school attendance for grades 1 to 4 applies again. This means that all facilities are open again. However, they will operate on a limited regular basis.
Mayor of Education, Social Affairs, Youth, Culture and Sport Chemnitz, Ralph Burghart: "Like many parents, I am delighted that our daycare facilities will be accepting all children again from Monday, 18 May 2020. This is really good news and a special day for many people in Chemnitz. After all, it is a further step towards returning to a normal daily structure.
However, due to the special circumstances, it will only be a limited regular operation. This means, for example, that you can expect a slightly different procedure for dropping off and picking up your children than you were used to until 16 March 2020. In some cases, the daily childcare hours may also be slightly restricted. For the children themselves, mobility in the centre and in the outdoor area will be altered in order to comply with the necessary requirements, in particular the hygiene and distancing rules, when dealing with the corona pandemic.
We ask for your understanding in advance. Also for possible teething problems in the first few days in your daycare centre. However, the opening of daycare centres to everyone is very important to me. In order for this to be successful in the long term, I appeal to you to share responsibility in dealing with the rules we all know."
The day-to-day running of the centres follows the principle of strict separation of care groups and classes. The aim is to be able to trace chains of infection so that the children are cared for in constant and non-changing groups and classes. The meeting of children from different groups or classes in the buildings and open spaces of the daycare centres must be consistently avoided.
In accordance with these strict guidelines and the personnel and spatial requirements, the City of Chemnitz makes the following stipulations for the care of children in day-care centres and after-school care centres:
- Children are cared for in timetabled groups. Individual circumstances, such as siblings or friendships, are taken into account wherever possible. The separation of crèche and nursery age care is cancelled. Open concepts are not implemented.
- The centres have the option of reducing the opening hours to nine hours if necessary.
- The maximum care time per day is set at nine hours.
- Families in which at least one person with custody is not working or is not studying/training may bring their children to the daycare centre for up to six hours a day.
- There is no mixing of children in early and late care.
- The childcare periods are determined by each day-care centre, depending on staffing and space requirements. Parents must decide in favour of a fixed care period.
- Until further notice, there will be no early childcare at primary schools, as the children may not be mixed in one group. In the afternoon, the after-school children remain in their fixed groups. Children who normally attend a different after-school care centre will also remain in their morning groups.
- After-school care for children in years 5 and 6 at special schools will not take place until further notice.
- There are no all-day programmes (GTA) during after-school hours.
- Parents can indicate the required care time by means of a change notification and pay the corresponding parental contribution for the period of limited regular care. The excess parental contributions paid will be offset in the following month.
- Each group is allocated a specific room and permanently assigned carers. The use of the garden areas is organised by the daycare centre.
- The facilities organise the drop-off and pick-up situation at fixed times according to the spatial requirements. Meetings between parents/authorised representatives are to be avoided. Parents/authorised representatives must wear a face mask when dropping off and picking up children.
- New children can be acclimatised. Familiarisation takes place with a parent in a separate room. Contact with other children and parents must be avoided.
- Catering will take place regularly again from 18 May 2020. Parents should register their children for meals accordingly.
- Every day before the start of childcare or lessons, parents must provide written confirmation on the basis of a pendulum form that the children have no general symptoms of illness, in particular coughing and/or increased body temperature. The information must also include the relevant state of health of all members of the household. Children with typical symptoms will not be cared for until a negative certificate has been received. The centre management may refuse to provide care if there is any doubt about the child's state of health. Parents will be informed of this on record.
