Complete refurbishment of school site at Weststrasse 19
Over-allocation of funds for Weststrasse primary school and Vettersstrasse secondary school
The city council today approved the complete refurbishment of the school site at Weststrasse 19, including the construction of a new extension and a new single-field sports hall. A two-form entry primary school is to be built in the former vocational school on the corner of Weststrasse and Reichsstrasse. The existing building and grounds as well as the majority of the trees are listed buildings, which poses a particular challenge in terms of noise emissions. Construction is scheduled to start at the end of October 2020 and end in January 2023. The costs amount to approx. 15.2 million euros. Of this, 4.4 million euros in subsidies are planned. The school is scheduled to open for the 2022/2023 school year.
In addition, the city council has decided to provide additional funding of 4.8 million for the Weststrasse primary school. For the Vettersstraße secondary school, the 2.51 million euros that were originally planned for 2021 will already be available in 2020.
The refurbishment of the building on Weststraße is intended to cover the additional demand for up to two grade 1 classes in school district II from the 2022/2023 school year. There are currently five primary schools in this district: Emanuel Gottlieb Flemming Primary School, Altendorf Primary School, Pablo Neruda Primary School, Gebrüder Grimm Primary School and Obere Luisenschule Primary School.
The school building on Weststraße, which is owned by the city, will not only be completely renovated, but will also receive an extension to ensure the number of rooms required. This is because after-school care is also offered. The extension will be integrated into the neighbouring protected group of trees and is directly adjacent to the listed building. A single-court sports hall at the rear of the school building will provide space for sports lessons. In addition to school sports, club sports could also take place in the hall.
The façade of the existing building will be repaired and given a new coat of paint. In addition, the reliefs on the street side will be reconstructed in accordance with monument protection regulations, the windows in the basement will be enlarged and new soundproof windows will be installed. New interior thermal insulation is planned and the floors will be fitted with impact sound insulation. The ceilings in the classrooms will be fitted with drywall suspended ceilings. The existing roof will be retained and completely covered with slate.
The extension will have barrier-free access to the courtyard. The single-court sports hall is connected to the extension in the basement. Due to the limited space available, half of the hall and the ancillary rooms will be sunk into the ground. The rooms are completely underground. The above-ground sports area is adequately lit and ventilated by side windows.
The changing rooms as well as the sanitary facilities and showers are located in the basement of the new extension and are connected to the hall without barriers. Another entrance is above ground through an entrance porch. A football pitch is located on the roof of the sports hall.
The courtyard area is located at the rear of the existing building. The outdoor sports areas, such as the running track and long jump pit, are also located there. Access for the fire brigade, deliveries and car parks, etc. will be via Emil-Rosenow-Straße.
The school's energy requirements should be kept as low as possible. Ventilation is provided almost exclusively via the windows. Only the interior WCs are mechanically ventilated via a small ventilation system with heat recovery. In the extension building, the windows of the classrooms facing the busy Reichsstraße cannot be opened during lessons. A hybrid ventilation system is therefore used here. The single-field sports hall is naturally ventilated.
In this context, the city council has commissioned the city administration to examine the installation of a photovoltaic system on the roof of the building - possibly operated by a third party.
An IT network is planned for the entire school building. WLAN access points are planned in every classroom. It is also possible to connect a projector or an interactive whiteboard.
The canteen will have a canteen kitchen. Due to the space capacity and the small number of pupils in a primary school with two classes, the school will not have its own cookery kitchen.
