City council decides on municipal IT cooperation

Municipalities want to jointly develop digital solutions for citizens

The cities of Dresden, Leipzig and Chemnitz will establish a joint IT company together with the Zweckverband Kommunale Informationsverarbeitung Sachsen (KISA) and the Sächsische Anstalt für kommunale Datenverarbeitung. With today's resolution, the City Council has laid the foundations for the City of Chemnitz.

The aim of the new company, called "Komm24 GmbH", is to develop new online services for citizens and businesses that will enable administrative matters to be handled completely electronically. In future, the new company will offer standardised IT solutions for all Saxon municipalities that are tailored to the needs of businesses and citizens.
For the first 18 months, the new GmbH plans to implement around 60 digital citizen services on the state's service platform, "Amt24". This includes setting up digital application procedures for registration and civil status, commercial matters, driving licences, parking permits, defect notifications and special uses.

KOMM24 GmbH is set to commence operations on 1 July 2019 following approval by the municipal committees and city councils.

Background: Digital administration and online access
The Online Access Act obliges the federal and state governments to offer their administrative services electronically via administrative portals by 2022. A catalogue of measures has been drawn up to implement these legal requirements, the fulfilment of which will have a significant impact on the work of local authorities. In addition, the implementation of the requirements of the Saxon eGovernment Act also poses considerable challenges for local authorities, which are to be overcome through closer cooperation.
